Residents and organisations request EU examination of planned Marsaskala Marina

Letter signed by 700 individuals and 8 organisations asks for investigation of potential breach of several EU regulations


Marsaskala residents have sent a letter to the European Parliament and the European Commission asking for an inquiry on whether the planned Yacht Marina in Marsaskala Bay is in breach of several EU regulations aimed at combating pollution and protecting marine life.

Signed by 700 individuals and 8 Maltese organisations, the letter states that the planned Yacht Marina in Marsaskala – published in a Pre-Qualification Questionnaire (PQQ) for bidders by Transport Malta – breaches the EU Habitats Directive and other Conventions and Protocols.

Among the major concerns outlined in the letter is the serious threat to the Natura 2000 site known as ‘il-Magħluq’. This site includes two types of habitat types and one fish species, the Mediterranean killifish (il-Bużaqq), which are protected by the Habitats Directive. The site also hosts a known population of the critically endangered European eel. The conservation of this site depends on the quality of the sea water which comes in from the bay. Therefore, pleasure boats in the planned marina and the infrastructural interventions associated with it will result in seawater pollution and alter the water flow, severely threatening this site.

Marsaskala Bay is also a natural habitat for Posidonia meadows which are classified as a priority habitat for conservation under the EU Habitats Directive. Dredging, the presence of pontoons that reduce light penetration, land reclamation and the presence of more breakwaters and anti-fouling chemicals will significantly reduce sea currents and the water flow in the bay, endangering these protected meadows.

The letter argues that a Yacht Marina would run counter to EU-wide policies and targets such as the European Green Deal. Allocating more sites for yacht marinas will hinder Malta’s transition to a sustainable blue economy and will encourage the purchase of more recreational craft, thus encouraging more carbon generation. Moreover, the concentration of large sea vessels in the bay will greatly increase fossil fuel emissions and further compromise water quality and jeopardise the main blue economic activities in Marsaskala, namely coastal tourism and fishing.

Another concern outlined in the letter refers to the fact that the bay is the heart and soul of the village. Activities related to the local fishermen, such as berthing close to the shore to sell freshly caught fish, social encounters, sports such as kayaking and diving, physical exercise such as jogging and swimming, and events related to the local village feast all take place in the bay or on the surrounding promenade. A Yacht Marina will inevitably destroy or displace most of these activities since the whole space would become engulfed by hundreds of yachts and ancillary facilities for the super-rich.

Marsaskala residents emphasised that a Yacht Marina in Marsaskala Bay will disrupt the harmony that currently exists between the different parties that enjoy the bay as a common resource. A Yacht Marina would remove a common resource from the public to accommodate the few.

Ir-residenti ta’ Marsaskala bagħtu ittra lill-Parlament Ewropew u lill-Kummissjoni Ewropea fejn talbu li ssir inkjesta dwar jekk il-yacht marina pjanata fil-bajja ta’ Wied il-Għajn tiksirx ir-regolamenti tal-UE kontra t-tniġġis u favur il-ħarsien tal-ħajja tal-baħar.

L-ittra hija ffirmata minn 700 persuna u 8 organizzazzjonijiet Maltin u tiġbed l-attenzjoni għall-fatt li l-pjan għal marina f’Wied il-Għajn, li ġie ppubblikat fil-PQQ (il-Pre-Qualification Questionnaire) ta’ Transport Malta – jikser id-Direttiva tal-UE dwar il-Ħabitats u konvenzjonijiet u protokolli oħra.

Fost it-tħassib ewlieni li tesprimi l-ittra hemm it-theddid serju fuq is-sit tan-Natura 2000 magħruf bħala ‘il-Magħluq’. Is-sit jiġbor fih żewġ tipi ta’ ħabitats u speċi ta’ ħut, il-bużaqq, li huma protetti mid-Direttiva dwar il-Ħabitats. Dan il-post tgħix fih ukoll is-sallura Ewropea li hija speċi fil-periklu. Il-konservazzjoni ta’ dan is-sit tiddependi mill-kwalità tal-ilma baħar li jidħol mill-bajja. Id-dgħajjes pjanati għall-marina u l-interventi infrastrutturali assoċjati magħha ser iniġġsu l-ilma baħar, ibiddlu l-fluss tiegħu u b’hekk jheddu serjament dan is-sit.

Il-bajja ta’ Wied il-Għajn hija wkoll il-ħabitat naturali ta’ mergħat sħaħ ta’ Posidonia li huma kklassifikati għall-ħarsien prijoritarju fid-Direttiva tal-UE dwar il-Ħabitats. It-tħammil, il-pontuni li jnaqqsu l-penetrazzjoni tad-dawl, ir-reklamazzjoni tal-art, iktar breakwaters u l-użu ta’ kimiċi kontra t-tmermir fil-manutenzjoni tad-dgħajjes ser inaqqsu bil-kbir il-kurrenti tal-baħar u l-fluss tal-ilma fil-bajja, u b’hekk jipperikolaw dawn il-mergħat protetti.

L-ittra tressaq l-argument li l-pjan għall-marina imur kontra l-politiki u l-miri tal-UE bħal pereżempju l-Patt Ekoloġiku Ewropew. Fil-fatt, l-allokazzjoni ta’ aktar siti għall-marinas tfixkel it-tranżizzjoni ta’ Malta lejn ekonomija blu sostenibbli u tħeġġeġ ix-xiri ta’ aktar dgħajjes ta’ rikreazzjoni li jħeġġu l-użu ta’ iktar karbonju. Barra minn hekk, il-konċentrazzjoni ta’ bastimenti kbar tal-baħar fil-bajja ser iżżid l-emissjonijiet tal-karburanti fossili, tikkomprometti l-kwalità tal-ilma u tipperikola l-attivitajiet ekonomiċi blu ewlenin ta’ Wied il-Għajn, jiġifieri t-turiżmu kostali u s-sajd.

L-ittra tirreferi wkoll għall-fatt li l-bajja hija l-qalb u r-ruħ tar-raħal. L-attivitajiet kollha marbuta mas-sajjieda tal-post, bħall-irmiġġ max-xatt għall-bejgħ tal-ħut frisk, l-inkontri soċjali, attivitajiet sportivi bħall-kayaking u l-għadis, il-ġiri u l-għawm, u avvenimenti relatati mal-festa tar-raħal, kollha jsiru fil-bajja jew fl-ispazju tal-madwar. Marina bilfors ser teqred jew tisposta l-biċċa l-kbira ta’ dawn l-attivitajiet għax tibla’ l-ispazju li jużaw b’mijiet ta’ jottijiet u l-faċilitajiet li jmorru magħhom.

Ir-residenti ta’ Wied il-Għajn saħqu li marina fil-bajja ta’ Wied il-Għajn ser tfixkel l-armonija eżistenti bejn il-komunitajiet differenti li jgawdu mill-bajja bħala riżorsa komuni. Marina ser teqred din ir-riżorsa komuni tagħhom biex takkomoda lill-ftit.
